PROBLEM TO BE SOLVED: To provide a wireless base station that determines the area for transmitting the flow for executing soft combine and controls the start and stop of the flow, and to provide a wireless communication system. SOLUTION: Sectors are classified into a plurality of SHOGs (Soft Hand Off Groups), and the area for transmitting the flow is limited to sectors that receives viewing and listening request for the flow and to those that are neighboring sectors thereof and belong to the same SHOG.
