PROBLEM TO BE SOLVED: To provide an image forming apparatus dispensing with the complicated expensive constitution of a transfer bias applying apparatus for applying a transfer bias on a transfer member in the case of forming a control image on an image carrier in a paper interval between a transfer material and a transfer material during an image forming operation. SOLUTION: The image forming apparatus includes: the bias applying apparatus for applying the transfer bias on the transfer member in rotating; and a means for forming a special control image between images. The transfer bias applying apparatus for applying the bias on the transfer member is a constant voltage applying apparatus. At least while the special image is passing on the transfer member, the transfer bias can be set as a lower value that is characterized to have the same polarity as that of a transfer bias value to be applied during the passage of the transfer material, and also, to reduce an absolute value from the bias value to be applied during the passage of the transfer material by the amount of the allotted voltage of the preceding transfer material.
