PROBLEM TO BE SOLVED: To provide a sanitary washing device which limits initialization operation when the temperature thereof falls out of a predetermined temperature range, and to provide a toilet device with the sanitary washing device. SOLUTION: The sanitary washing device is formed of: a nozzle unit having a spouting nozzle for ejecting water from a spout; a flow rate adjusting valve mechanism for controlling a water flow rate supplied to the spout; and a temperature detecting means for detecting the temperature of the interior of a main body or a component member of the same in which the nozzle unit and the flow rate adjusting valve mechanism are installed. At least either the nozzle unit or the valve mechanism has an electrically-driven movable section. The sanitary washing device is further formed of a control section for controlling execution/non-execution of the initialization operation of the electrically movable section, based on the temperature detected by the temperature detecting means.
