PROBLEM TO BE SOLVED: To provide a technique for improving the solubility of ursolic acid known to have an effect excellent in skin roughness, without deteriorating biological activity, thereby providing an external preparation for skin, useful for improving and preventing the skin roughness. SOLUTION: This external preparation for skin, improving and preventing the skin roughness, containing an ursolic acid phosphate represented by a structure of chemical formula (1), and/or its salt as an active ingredient. The content of the ursolic acid phosphate and its salt is preferably 0.05 to 5 mass%, and it is preferable that the skin roughness is defined by the rise in transepidermal water loss (TEWL).
