<P>PROBLEM TO BE SOLVED: To provide a bidirectional communication image combining apparatus capable of reducing a gap between a voice and an image. <P>SOLUTION: A CM image sending controller 11 is designed to perform output and selection control of CM image data based on a decoding result of a tone signal from DTMF decoders 18, 19. A CM image data macroblock decoder 13 is designed to decode the CM image data read out from a CM image data accumulating unit 12 by macroblock units. Image data macroblock decoders 14, 15 are designed to decode the image data to be transmitted between a transmission side terminal and a reception side terminal via a bidirectional communication by macroblock units. An image data macroblock mixers 20, 21 are designed to perform a superposing process by the macroblock units relating to each decoded image data.
