PROBLEM TO BE SOLVED: To provide a developer having stable electrification in repeated use. SOLUTION: In the developer containing a toner matrix containing at least a coloring agent and a binder resin, and an external additive particulates added externally in the toner matrix, the external additive particulates contain at least a plurality of kinds of the external additive particulates. At least one of the plurality of the kinds of the external additive particulates is the external additive particulates subjected to surface treatment by an electrification control agent selected from a group consisting of a calixarene compound contained metal azo dye, salicylic acid metal salt, salicylic acid derivative metal salt, and boron complex, and adhesion strength of the external additive particulates subjected to surface treatment by the electrification control agent with the toner matrix is 60% or less.
