PROBLEM TO BE SOLVED: To provide a base sheet for a roof and an external wall having excellent compression resistant strength and capable of maintaining air and water permeability, prevention of electric corrosion, assurance of a heat insulating layer and a sound reducing function over a long period of time. SOLUTION: The base sheet 21 is formed using a mesh mat with synthetic resin filaments 22 three-dimensionally twined, as material and applying shaping selected out of waveform, hill shape and angular unevenness, to the mesh mat to have repeated cross-sectional shape by pressurization heating to fix it.
