<P>PROBLEM TO BE SOLVED: To provide a piezoelectric ceramic composition having a lead zirconate titanate-based composition containing iron, wherein the mechanical strength is improved, and to provide a piezoelectric element. <P>SOLUTION: The piezoelectric ceramic composition contains Pb, M (at least one kind selected from Sr, Mg, Ca and Ba), Zr, Ti, Fe and Mn, in the case the molar ratios of Pb, M, Zr and Ti are denoted as s, t, u and w, satisfies 0.91≤s≤0.98, 0.02≤t≤0.09, 0.515≤u≤0.548, 0.452≤w≤0.485, s+t=1 and u+w=1, and, in the case the total content of Pb, M, Zr and Ti when they are expressed in terms of PbO, MCO<SB>3</SB>, ZrO<SB>2</SB>and TiO<SB>2</SB>is defined as 100 pts.mass, contains Fe by ≥0.15 pts.mass expressed in terms of Fe<SB>2</SB>O<SB>3</SB>and Mn by ≥0.005 pts.mass expressed in terms of MnO<SB>2</SB>.
