PROBLEM TO BE SOLVED: To provide a fiber structure having composite functions with flame retardance by using a fluorine-based water repellent considering environmental problems. SOLUTION: The flame-retardant and water-repellent polyester-based fiber structure is characterized as follows. The fiber structure is composed of a fiber comprising a flame-retardant compound and the fluorine-based water repellent. The fluorine-based water repellent is PFOA (perfluorooctanoic acid) and/or PFOS (perfluorooctane sulfonic acid) with <5 ng/g content thereof measured by an LC-MS (high-performance liquid chromatograph-mass spectrometer).
