PROBLEM TO BE SOLVED: To provide a highly sensitive scintillator and an X-ray detector using it which are especially useful for the X-ray detector for, for example, industrial nondestructive inspection or medical radiography. SOLUTION: This layered scintillator constituted of an organic polymer material and phosphor powder, attached to a photoelectric conversion element has characteristics wherein the phosphor powder has the average particle size over 25μm and below 50μm, and a filling factor of the phosphor powder is over 30% and below 65%, and the layer thickness is over 400μm and below 1,000μm.
