PROBLEM TO BE SOLVED: To prevent a terminal user from acquiring old information and inaccurate information regarding information requested by himself or herself. SOLUTION: A mobile terminal 10 registers sightseeing information out of user information 12 as a field (category) of information requested by the user 11. A carrier 20 periodically detects position information 14 of the mobile terminal 10 and the user information 12 opened to the public by the mobile terminal 10 using the function of a Web server, and updates a database 21. An information provider 30 requests the carrier 20 to issue a mailing list 22 on the user 11 to be informed of provided information 31, narrowed down by retrieving the database 21 with a sightseeing area which is an own service providing area, set as a keyword for the position information 14 to be retrieved and with sightseeing information set as a keyword for the user information 12 to be retrieved.
