PROBLEM TO BE SOLVED: To provide a technique for enabling a designer to easily designate a prediction value necessary for automatic layout processing. SOLUTION: An automatic layout processing part 54 performs automatic layout processing in reference to a layout database 56 stored in a storage part 55. The storage part 55 further stores an Xtalk table 57 for estimation of crosstalk delay value, and a Clock table 48 for estimation of clock delay value and clock skew value. An automatic estimation part 53 automatically estimates a crosstalk delay value, a clock delay value, and a clock skew value using the tables 57 and 58, and provides them to the automatic layout processing part 54.
