PROBLEM TO BE SOLVED: To restrict the increase in the inductance due to wires of an optical IC element and an optical module and further suppress the variations in the electrical characteristics among electric wirings connected to the electrodes of each SOA than conventional types. SOLUTION: The optical IC element 1 comprises a plurality of input optical waveguides 7A, respectively connected to a plurality of input ports 10 provided on one end face 1A, an output optical waveguide 7B connected to an output port 11, an optical coupler 8 for optically coupling signal lights propagating in the plurality of input optical waveguides 7A with the output optical waveguide 7B, a semiconductor optical amplifier gate array 6 of a plurality of semiconductor optical amplifiers 5, having electrodes 5A on the surface and respectively provided in the plurality of input optical waveguides 7A; and a plurality of signal lines 12 formed on the element surface, extending from the plurality of electrodes 5A to the end faces 1C, 1D that do not have an input port 10 or an output port 11.
