PROBLEM TO BE SOLVED: To provide a base film having a flux function and enhancing mountability of a semiconductor element or a semiconductor package, to provide a film for mounting a semiconductor and a semiconductor package and a semiconductor device employing it, to provide a method for manufacturing a semiconductor package easily with little yield, and to provide a method for manufacturing a semiconductor device. SOLUTION: The base film having a flux function and used for mounting a semiconductor element, or the like, can form a first region where the flux function is deactivated, and a second region having the flux function by irradiating the base film selectively with active radiation. In the film for mounting a semiconductor, a first region where the flux function is deactivated, and a second region having the flux function, are formed by irradiating the base film selectively with active radiation.
