PROBLEM TO BE SOLVED: To provide a foamable cosmetic composition with its homogeneity remained intact even after stored at high temperatures, especially at 50°C or higher and at 55°C. SOLUTION: The foamable cosmetic composition for local application is such that at least 20 wt.%, based on the whole composition, of one or more fatty acid salts and at least one surfactant selected from behenyl alcohol derivative and behenic acid derivative and mixture thereof are included in an aqueous medium.
