PROBLEM TO BE SOLVED: To provide a pre-activated water flow detector in which the release quantity of the a valve in normal time is adjustable, with a simple structure and at a low price, in the pre-activated water flow detector in which the valve is normally slightly open and in which piping connected to a secondary side is filled with fire-extinguishing water inside. SOLUTION: As a means for minutely opening the valve, capable of adjusting the release quantity of the valve in normal time, there is provided a stopper 21 installed in a valve rod 14 fixed to the valve 4.
