PROBLEM TO BE SOLVED: To provide a device and a method for generating a photon beam which enables the variation of the energy of the photon beam continuously. SOLUTION: A photon beam generator 1 in this invention is equipped with: a laser beam source 11 for irradiating an electron beam (e) with a laser beam (L); a collimator 12 on which an inverse Compton scattering photon beamγgenerated through the irradiation with the electron beam (e) with the laser beam (L) enters and which radiates the incoming inverse Compton scattering photon beamγin a prescribed irradiation range; and an absorber 13 which is located on a route where the inverse Compton scattering photon beamγradiated from the collimator 12 progresses and cuts off a part of the irradiation range.
