PROBLEM TO BE SOLVED: To provide a method of manufacturing a laser apparatus capable of large current injection and of a laser apparatus capable of being simply manufactured. SOLUTION: The laser apparatus comprises a light emitting region provided on a substrate; a refractive index periodic structure provided around the light emitting region and constructed with a three dimensional photonic crystal made of an i type titanium oxide; and a three dimensional photonic crystal taking, on an upper side and a lower side of a layer composed of the light emitting region and the refractive index periodic structure, as a material, p type titanium oxide on any one side of the foregoing upper and lower sides and n type titanium oxide on the other side.
