PROBLEM TO BE SOLVED: To execute stable binarization processing to an image on which a shadow is cast or to an image, including a wide figure area or a wide land area. SOLUTION: An image-processing device is provided with a background brightness candidate detection part 22 which divides an original image into a plurality of partial areas, according to preliminarily determined procedures and detects the candidate of the brightness value, which is used as the brightness of the background of the original image, for each partial area; a background brightness distribution estimating part 26 which estimates the background brightness distribution of the original image by using the detected candidate; a threshold computing part 29 which computes the threshold for binarization processing of the original image, based on the estimated background brightness distribution; and a binarization part 33 which binarizes the original image, according to the computed threshold.
