PROBLEM TO BE SOLVED: To provide an information leakage prevention system for permitting attachment to transmission mail only for a mail transmission approved file and permitting relay only for mail with a file already approved on the mail transmission side. SOLUTION: When preserving a file in the file preservation part 112 of a content approval system 110 in response to a request from a user terminal 120, an approval state in which the propriety of mail transmission is determined by using a file approval part 113 by an approver terminal 130 is related to the file and preserved. When the transmission request of the mail with the file reaches a mail transmission part 114 from the user terminal 120, the preserved file is attached to the mail and transmitted through a mail filter system 100 to a transmission destination when the approval state of the preserved file is approval completion. The mail filter system 100 uses a transmission origin determination part 101 to determines whether or not the transmission origin of the received mail with the file is the content approval system 110 which has approved the attached file and controls the propriety of the relay of the mail in accordance with a determination result.
