PROBLEM TO BE SOLVED: To provide an organic photoreceptor improved in decrease in sensitivity or increase in a residual potential which are easily induced on an organic photoreceptor, and improved in degradation in dot reproducibility and a halftone image or the like, when a dot image with high definition and high density is formed by using image exposure light of a semiconductor laser at an oscillation wavelength of 350 to 500 nm, and to provide an image forming method and an image forming apparatus using the organic photoreceptor. SOLUTION: The organic photoreceptor has a photosensitive layer on a conductive support and has a surface layer containing a charge transporting substance expressed by general formula (1): A-B-C and fluorine-containing resin fine particles. In formula (1), B represents a connecting group of a non-conjugate unit, and each of A and C represents a monovalent organic group containing at least one biphenylamine group.
