PROBLEM TO BE SOLVED: To provide a power cylinder capable of preventing a sealing member from being damaged at the time of assembling and reducing its manufacturing cost and to provide its assembly method. SOLUTION: The power cylinder has a cylindrical cylinder tube 2 and a rack shaft 4, provided in and through the cylinder tube, having a piston 5 for separating the cylinder tube into two pressure chambers at an outer circumference side, a generally cylindrical end cover 11 attached at an end part of the cylinder tube and having an annular engaging groove 18 at an inner circumference side. The inner circumference side of this end cover has an annular second sealing member 15 for sealing one end side of the cylinder tube and a generally cylindrical bush 21 having a flange-like engaging protruding part 22 engaging with the engaging groove at an outer circumference side. The bush is shrinkably formed with a notch part 23 formed vertically across the bush askew in an axial direction and is positioned apart from the second sealing member in the axial direction with a predetermined distance.
