PROBLEM TO BE SOLVED: To provide an optimal amount of warm water in a plurality of time slots and reduce the amount of water used and heat energy. SOLUTION: A warm water supply regulating means 4 for regulating supply of warm water to a sink tank 2 for prewashing is equipped. Control of the warm water supply regulating means 4 by a control part 5 has a supply mode for being filled with water, which supplies warm water in order to fill the sink tank 2 for prewashing with water and an overflow state supply mode in order to make the filled sink tank 2 for prewashing overflow continuously after the supply mode for being filled with water. The amount of warm water supply per unit time in the overflow state supply mode is set smaller than the amount of warm water supply per unit time in the supply mode for being filled with water. The warm water supply regulating means 4 is controlled so that the warm water supply amount in the overflow state supply mode may be increased and decreased automatically in the plurality of time slots set beforehand.
