A system, a server, and a method for providing an integrated control service by interworking among control services are provided to process the control service and notify a related person or organization of an abnormal state by integrating various separately operated control services, such as anti-thief, fireproof, weather, medical, power, and communication services, and collectively analyzing control information. A control information collector(110) collects and transfers the control information. An integrated control server(120) selects/processes the service related to the control information, and selects/processes the interworking service interworking with the related service if the control information indicates a control event. An alarm terminal(140) transmits a report message to the integrated control server by receiving abnormal state information and propagates an alarm message received from the integrated control server through the mobile network. An operation terminal controls(150) the integrated control server by receiving control data. The control service includes a GIS(Geographic Information System) service, an environment watching service, a traffic service, and so on.
