PROBLEM TO BE SOLVED: To update set information (policy information) in a system for providing presence information, while supplying abundant convenience to a user, while ensuring security. SOLUTION: A state information notification system receives a disclosure request of state information, with regard to a registered user from a disclosure request terminal, refers to set information of this state information of which disclosure is requested, and informs the disclosure request terminal about the state information of which disclosure is requested, when the set information is disclosure permission. A set information updating system updates the set information managed in the state information notification system. The set information updating system includes an application server for receiving updating command information of the set information transmitted from a registered user terminal, and for relaying the updating command information of the set information from the registered user terminal, and a set information updating means for updating the set information content, based on the updating command information of the set information from the registered user terminal, received from the application server.
