PROBLEM TO BE SOLVED: To provide a communication apparatus efficiently manages information having a simple configuration for managing a position of a mobile station within a RAN and information for transfer controlling data and transfers data. SOLUTION: An RNC 1 for setting about data transfer, when communicating with the mobile station within a radio access network to perform data communications with the mobile station via radio communication, includes an IP address setting means 131 for setting information concerning about an IP address of the mobile station to identifying information used when communicating with the mobile station to distinguish the mobile station; a communication I/F 11 for transmitting to the mobile station the distinguish information of the mobile station set by the IP address setting means 131; and a transfer management 13 for transferring data to be transferred to the mobile station to a predetermined transfer destination, on the basis of the distinguish information set by the IP address setting means 131.
