PROBLEM TO BE SOLVED: To provide a valve timing adjusting device generating a small deformation during assembly and capable of improving reliability and productivity as compared with conventional device. SOLUTION: The valve timing adjusting device 1 is provided with a driven shaft driving a valve open and close, a housing member rotating together with one of the driven shaft and a drive shaft, and a rotor member stored concentrically and relatively rotationally displacably in the housing member and rotating together with another of the shafts. The rotor member 3 consists of a rotor vane 31 and a bushing vane 41. The rotor vane 31 is formed in a roughly cylindrical shape, and includes a thick wall part 33 at a part in a circumference direction, a thin wall part 34 at a rest in the circumference direction, a fitting hole 35 formed on one bottom surface side and having another of the shafts fitted therein, and a press in hole 37 formed on another bottom surface side. The bushing vane 41 is formed in a roughly cylindrical shape. An end surface pressed in the press in hole 37 includes a predetermined compression margin with the thin wall part 34 but does not include the compression margin with the thick wall part 33.
