PROBLEM TO BE SOLVED: To provide a hydraulic winch apparatus, effectively utilizing the potential energy of a suspended load. SOLUTION: The hydraulic winch apparatus includes: a hydraulic motor 3 rotated in the hoisting direction and in the lowering direction by pressure oil from an oil pressure source 2; a winch drum driven to hoist and driven to lower by the rotation of the hydraulic motor 3, thereby elevating the suspended load; rotation detecting means 21, 22 for detecting the rotation of the hydraulic motor 3; a motor generator 10 functioning as an electric motor for applying turning force to the hydraulic motor 3 and on the other hand, functioning as a generator driven by the rotation of the hydraulic motor 3; and control means 11, 20 for controlling the motor generator 10 to function as an electric motor when the hoisting rotation of the hydraulic motor 3 is detected by the rotation detecting means 21, 22 and functioning as a generator when lowering rotation of the hydraulic motor 3 is detected.
