PROBLEM TO BE SOLVED: To prevent an electric wave passing through a vehicle body from causing erroneous detection of a person, animal or the like outside the vehicle, and ensure sealability between an inner panel and an outer panel. SOLUTION: A first interior space 15 is formed between a resin made inner panel 3 and a resin made outer panel 5. An adhesion part 21 is provided so as to surround a through-hole 17 formed on the outer panel 5, and the inner panel 3 and the outer panel 5 are watertightly attached. A cover is mounted in the inner side of the vehicle of the inner panel 3 so that a second interior space 35 is formed with the inner panel 3. A first mat 31 composed of a laminated body of a conductive sheet material 23 for changing a phase of the electric wave from an electric wave transmitter and a substrate 25 is disposed at the outside area 15b of the outside of the adhesion part 21 in the first interior space 15, and a second mat 37 is disposed corresponding to at least the inside area 15a in the second interior space 35.
