PROBLEM TO BE SOLVED: To prevent quantity of ultraviolet irradiation from decreasing by coating a glass tube with fluoroplastics. SOLUTION: Provided are: an ultraviolet lamp 37; a quartz glass tube 39 in which the ultraviolet lamp 37 is inserted; and an FEP film 41 with which an outer surface of the quartz glass tube 39 is coated. The quartz glass tube 39 and the FEP film 41 are jointed to each other through a chemical joint layer 43 between quartz molecule and FEP molecule. The ultraviolet rays transmitted through the quartz glass tube 39 are diffused in multidirections 49 in macroscopic observation, regardless of the law of reflection, so that the FEP film 41is subjected to diffuse transmission of the ultraviolet rays, Due to this, the ultraviolet transmitted through the quartz glass tube 39 reaches an outer surface the chemical joint layer 43, and enters the layer 43 from its outer surface. The ultraviolet is thus diffused in multidirections to decrease the quantity of its regular reflection inside the FEP film 41, which makes it possible to prevent the ultraviolet from decreasing in transmission rate.
