<P>PROBLEM TO BE SOLVED: To provide an electronic commerce method with high degree of freedom for timing of download and purchase of digital information. <P>SOLUTION: A settlement server device 104 generates an encryption key and a decryption key for digital information provided from a providing server device 103, and the providing server device 103 provides the digital information to a terminal device 102 through the Internet 104 while encrypting it with the encryption key. The terminal device 102 can acquire the decryption key from the settlement server 104 by performing purchase to the settlement server device 104.
