PROBLEM TO BE SOLVED: To provide a stencil printing base paper and a stencil printing apparatus in which a support does not exist in a printing domain which ink permeates at least, printing unevenness by fiber of support barring permeation of the ink does not arise, moreover, a fiber eye does not affect visibility of printing and a waist required to make handling in the time of conveying, etc. easy is assured, and generation of a crease is inhibited, which inhibits a rate of thermal shrinkage at the time of punching platemaking and enables high printing of visibility. SOLUTION: A stencil attachment means in the stencil printing apparatus is loaded, a sheet material 53 is cemented peelably in one surface of the inside and outside of a thermoplastic resin film 52 which makes the shape of a simple leaf, and the sheet material 53 consists of a synthetic resin or rubber.
