PROBLEM TO BE SOLVED: To provide a development device and an image forming apparatus capable of preventing toner from splashing. SOLUTION: In the development device which has a developer carrier 3 arranged opposite to an electrostatic latent image carrier 1 and holds developer supplied from the direction of a developer container 2 on the surface and a casing 4, which surrounds the developer carrier 3 and in which an air filter 8 for reducing inner pressure is installed in an opening of the casing 4, an air filter 8 is provided with a plurality of toner-cleaning mechanisms 9, 10 which are rotatable in a state of being made in close contact with the opening and clean toner stuck to the air filter 8, when the air filter 8 is rotated.
