PROBLEM TO BE SOLVED: To strengthen the ground, by simultaneously using a ground consolidation material superior in permeability, by restricting the ground, by pushing away an earth particle to the periphery, while filling a void in the ground or expanding in the ground. SOLUTION: A consolidation material different in the permeability is simultaneously used, and is injected into the ground. When consolidating the ground, a fluid plastic gel injection material using a silica-based non-curing powdery body (an F material) and a calcium-based powdery curing revealing material (a C material) or water (a W material) in addition to the F material and the C material as an effective component, is used as the consolidation material inferior in the permeability.
