PROBLEM TO BE SOLVED: To provide an insole and a shoe allowing a user to appropriately use toes when walking. SOLUTION: This insole 100 to be mounted on the bottom of a shoe is constituted by forming a toe abutment part 120, which abuts on the toes of a wearer's foot in a state being mounted on the bottom of the shoe, of an elastically deformable member, and the surface of the toe abutment part 120 is formed higher than the bottom of the shoe where the toe balls of the wearer's foot abut on.
