PROBLEM TO BE SOLVED: To provide an effective system as a heat island measurement, capable of reducing insulation construction materials such as asbestos. SOLUTION: This system comprises laying a solidified vegetation base 3 rich in water retention followed by planting, determining an amount of water to be supplied to the base with a water supply control and calculation apparatus 9, based on a measured result with a thermometer 5 and a water content measure 6 which are set on the vegetation base, supplying water from spray holes and a nozzle 8 of a piping 7 set on the upside or inside of the base, and promoting moisture loss from the base.
