PROBLEM TO BE SOLVED: To provide a tire performance measurement system for improving the correlation of reliability of a vertical spring constant and lower vibration of a spring found on a tire to be measured, and to provide a tire performance measurement method. SOLUTION: The tire performance measurement system comprises making the tire to be measured rotate on a virtual road surface (steps ST101 and 102), loading load W on the rotating tire to be measured (step ST103), measuring the deflection amounts D of a plurality of parts on a tire circumference on the loaded load W (steps ST104 and 105), calculating an average deflection amount DA of the plurality of the deflection amounts D measured in each loaded load W (step ST106); calculating an approximation equation W=fl(D) of the load W and the deflection amount, based on each average deflection amount DA corresponding to each load W respectively (step ST107); and calculating a target relation equation Kv=f2(D) of the vertical spring constant Kv during rotation and the average deflection amount DA by conducting first-differentiation of the calculated approximation equation W=f1(D) (step ST108).
