<P>PROBLEM TO BE SOLVED: To forcibly release exclusive locks on electronic medical records after a safety check. <P>SOLUTION: When an electronic medical record to be operated is specified, an exclusive lock check means 14 checks whether the target electronic medical record has been exclusively locked according to exclusive lock management information stored in exclusive lock management information (storage means) 12. If the target electronic medical record has been exclusively locked, an exclusive lock releasability determination means 15 reads out terminal identification information about the terminal device that has exclusively locked the electronic medical record from the exclusive lock management information, and acquires the operation history of the terminal device according to the terminal identification information. The operation history is collated with release restrictions in release restriction (storage means) 13 to determine whether forcible release of the exclusive lock is restricted.
