<p><P>PROBLEM TO BE SOLVED: To set circulation conditions using a vacuum pump and an air compressor; and to continuously circulate water without using power after that. <P>SOLUTION: A water tank 6 is disposed in the outside of a water storage tank 1, pressurizing water tanks 2 and 3 are arranged on both sides of the water storage tank 1, and the pressurizing water tank 2 and the water storage tank 6 are connected by a water introducing pipe 10. Water in the pressurizing water tank 2 is pumped up to the water storage tank 1 through a water raising pipe 11 by the effect of a vacuum tank 7 and a vacuum tank 8, vacuum effect is generated in the vacuum tanks 7 and 8, and the water pumped up to the water storage tank 1 is pumped up to the vacuum tanks 7 and 8. By opening an opening and closing valve 9a, the water in the vacuum tank 8 is made to fall to the pressurizing water tank 3 by a water falling pipe 14. By this action, the point of action of the vacuum of the pressurizing water tank 3 is raised, the water in the pressurizing water tank 3 is pumped up to the water tank 6 through the water raising pipe 15, and the water in the device is continuously circulated without the usage of the power.
