PROBLEM TO BE SOLVED: To provide an information recorder capable of suitably reducing the degradation of image quality or the like without using a useless storage capacity during dubbing. SOLUTION: In a DVD recorder 100, a part needing a higher bit rate compared to a preset average bit rate and a part where a bit rate lower than the average bit rate is sufficient are discriminated by discrimination means (a CPU 132, a discrimination program 135a); the bit rate of a period which is discriminated to be exceeding a prescribed bit rate upper limit in the discrimination means is set to the bit rate higher than the average bit rate and the bit rate of a period which is discriminated to be below a prescribed bit rate lower limit is set to the bit rate lower than the average bit rate by recording bit rate setting means (the CPU 132, a recording bit rate setting program 135b); re-encoding is performed and dubbing is carried out.
