PROBLEM TO BE SOLVED: To provide a laminating device and a lamination method for stacking a stamper without any spacer, and for satisfactorily performing transfer even in a stamper having a rib. SOLUTION: The laminating device is provided with a first support device for supporting a plate or sheet shaped first member D, and a second support device for supporting a plate or sheet shaped second member S to be laminated to the first member and relatively approaching and separating from the first support device. In the laminating device for laminating the first and second members by causing the first and second support devices to approach each other, cushion materials 38 are arranged between a first member and the first support device for supporting the first member and between a second member and the second support device for supporting the second member. The first member is a disk substrate constituting an optical recording medium, and the second member is a light transmissive stamper for transferring fine concaves and convexes to a resin layer formed on the surface of the disk substrate.
