PROBLEM TO BE SOLVED: To enhance the reliability of automatic light turn-on/off at no cost. SOLUTION: A control means (16) turns on the lights when intensity of illumination (D1) at a vehicle periphery detected by an illumination intensity detection means (14) is less than a first lighting reference intensity of illumination (SLon1), and turns on the lights when such a state that the intensity of illumination (D1) is less than a second turn-on reference intensity of illumination (SLon2) at a high intensity of illumination side than the first turn-on reference intensity of illumination (SLon1) and exceeds the first turn-on reference intensity of illumination (SLon1) is continued by a turn-on reference time. It turns off the lights when such a state that the intensity of illumination (D1) exceeds a turn-off reference intensity of illumination (SLoff) is continued by a turn-off reference time.
