PROBLEM TO BE SOLVED: To allow a software PLC module to be mixed with an existing module, and to use mutually resources thereof. SOLUTION: A software PLC 10 is connected to a backplane bus 7 via a backplane bus I/F 15, and is allowed to use the resources of the respective modules 2, 3, 4, 5, 21 on the bus 7. A format 16 for message communication inside the software PLC 10 is made same to a format 30 for message communication on the backplane bus. A routing processing part 12 registers port numbers of various functional parts (EtherNet I/F 13 or the like) in the software PLC 10, as port information 12a, to be transferred to the addressed functional part, while referring to a backplane bus message header 17 (31) in every message reception, or referring to the port information 12a when an addressed station is the own station.
