PROBLEM TO BE SOLVED: To provide a method for detecting lowering of a battery voltage capable of detecting voltage lowering precisely, and enabling sufficient use of a battery up to its life, and to provide a device applying the method. SOLUTION: When a CPU 11 outputs a driving signal S1 intermittently, transistors Tr3 and Tr4 are turned on, and a battery voltage is input intermittently to a voltage detecting IC 12 with hysteresis. When the battery voltage is input to the IC 12, an integration circuit 13 integrates the battery voltage, and when its integrated value reaches a bias voltage, transistors Tr1 and Tr2 are turned on and a false load resistance Rg is connected to the battery B. Lowering of the battery voltage is detected, on the basis of a comparison result between the battery voltage by the voltage detecting IC and a lowering determination voltage or determination release voltage threshold.
