PROBLEM TO BE SOLVED: To provide a paper feeding device capable of eliminating foreign matters such as paper powder, reducing entry of foreign matters to a transfer region and obtaining excellent image quality, and to provide an image forming apparatus wherein the paper feeding device is arranged. SOLUTION: The paper feeding device has a carrying roller for carrying paper and a cleaning member brought into sliding contact with the outer peripheral face of the carrying roller and eliminating foreign matters adhered to the carrying roller.
