<p><P>PROBLEM TO BE SOLVED: To provide a semiconductor apparatus capable of normally initializing an internal circuit without being influenced by a starting sequence, the timing, etc. of a power source, and for inhibiting a through current at the time of starting and the falling of the power source. <P>SOLUTION: An internal power source detecting circuit 103 is designed to detect a voltage of an internal power source generating circuit 100 for making an internal circuit 102 operate becoming to a voltage in which the internal circuit 102 becomes operable. Then an IO1 power source detecting circuit 204 is designed to detect a voltage of an IO1 power source 200 becoming to the voltage in which a reset circuit 202 and an interface 1 circuit 203 can be operable. Input output permitting signals 106a, 207 are generated from a detection signal 104 of the internal power source detecting circuit 103 and a detection signal 205 of the IO1 power source detecting circuit 204 in an input output permitting signal producing circuit A105 and an input output permitting signal producing circuit B206.
