<p><P>PROBLEM TO BE SOLVED: To provide a communication relay apparatus that suppresses the load of the communication repeating installation, so that the communication repeating installation can be applied to a large-scale network and shortens communication repeating time in handover. <P>SOLUTION: The communication relay apparatus sets a static tunnel only between a communication repeating installation having a high handover frequency and that having high possibility of the occurrence of handover, and sets a dynamic tunnel between communication repeating installations except them.
