PROBLEM TO BE SOLVED: To prevent wrong operation of a rear wiper due to a wrong detection of rain when operating the rear wiper interlocked with backward movement. SOLUTION: A backward movement detecting means detects backward movement in such a state that an ignition switch 2 of a vehicle 1 is turned on, and a front wiper detecting means detects whether a front wiper is operated or not based on the electrifying condition of a front wiper motor 5, and a front washer motor detecting means detects whether a front washer motor 7 is stopped or not based on the electrifying condition of the front washer motor 7. A condition determining and controlling means detects rain, considering that the front wiper is operated and the motor 7 is stopped, based on results of the detections by each of the detecting means, and when the backward movement is detected, the condition determining and controlling means turns on electricity and drives the rear wiper motor 15 so as to operate the rear wiper without wrong operation caused by a wrong detection of rain.
