PROBLEM TO BE SOLVED: To achieve the proper arrangement of servers by suppressing processing delay due to the shortage of resources under the processing of the change of configurations, and for preventing the generation of the sharp deviation of load circumstances predicted before the change of configurations and actual load circumstances. SOLUTION: A load distribution mechanism 20 distributes requests received from a client terminal 10 to a plurality of server nodes so that the loads of the server nodes can be distributed. A configuration change mechanism 40 calculates necessary resource quantity in changing configurations relating to the start or stop of a service. A load distribution mechanism 20 refers to a load management table 200, and secures the resource quantity about the server node requiring the calculated resource quantity.
