Enabled is to improve the correctness of time information to be set in a packet. A time information calculating unit (24) calculates the time information by using the encoded information received by a control information receiving unit (23) and the encoded stream received by an encoded stream receiving unit (21). The time information calculating unit (24) corrects the time information, if invalid, and outputs the corrected time information. An encoded stream packeting unit (22) sets a header unit with the time information outputted by the time information calculating unit (24), thereby to packet the encoded stream.
